As a result, the sand and stone industry has experienced an unprecedented environmental protection inspection storm. Non-compliant enterprises have been shut down, illegal enterprises have been eliminated, and in Hunan, sand and stone mining sites have been cleared and rectified. The calls for limiting and restricting mining and prohibiting mining have been incessant.

In response to the national environmental protection policies, to standardize and integrate sand and gravel resources, stabilize the sand and gravel market prices, and recover the mining rights of rivers and mines, the establishment of a state-owned platform for unified mining and sales to implement the state-owned management model of sand and gravel has been accepted and further promoted by many provinces and cities. Hunan has formulated unified management regulations or established relevant management departments for unified management.

“Three Year Action Plan for the Special Rectification of Dongting Lake Ecological Environment in Yueyang City (2018-2020)”

In February 2018, the Yueyang Municipal People's Government issued the "Three-Year Action Plan for Environmental Protection of Dongting Lake in Yueyang City (2018 - 2020)", in which it made a plan to rectify the sand mining order in the lake area by eliminating illegal sand mining and illegal sand and gravel terminals: Comprehensively prohibit sand mining in waters such as the Dongting Lake Nature Reserve; comprehensively clean up and rectify sand mining and transportation vessels; strictly manage sand and stone transactions; severely crack down on illegal sand mining activities; comprehensively prohibit any new sand mining capacity; strictly investigate and punish officials who tolerate and shield illegal sand mining; strictly control the scope and total amount of sand mining, and encourage state-owned enterprises to participate in the bidding for sand and stone resource mining rights.

Take the case of Jianghuai River sand mining in Yueyang, Hunan Province, where the state-owned sand mining enterprises are the Xiangmai Resources Development Co., Ltd.

Since 2016, the River Sand and Gravel Comprehensive Law Enforcement Bureau of Miluo City has responded positively to the national and provincial calls for achieving ecological and environmental protection, optimizing the production capacity structure, increasing efficiency and reducing production capacity in the management of river sand mining. It decided to reclaim the sand and gravel mining operation rights of the Xiangjiang River in Miluo section in February 2017 and officially established Xiang-Milo Resources Development Co., Ltd., achieving state-owned operation and further strengthening the management of sand and gravel resources.

Sand and gravel materials are important structural materials in construction raw materials. They play a significant role in China's housing construction and transportation construction. Currently, many common problems exist in China's sand and gravel industry. The original intention of nationalizing river sand extraction was to crack down on illegal sand mining, regulate the river sand mining market, and stabilize the excessively high sand prices. If implemented smoothly, it would indeed be a good thing for the sand and gravel industry. The trend of nationalizing river sand extraction is gradually gaining momentum. How to make good use of this trend to promote the healthy development of the river sand market is a problem that needs to be jointly considered.
