What are the steps for promoting the construction of green mines in Hunan Province?
By the end of December 2017, by the end of June 2018, and by the end of September 2018, the
provincial, municipal and county-level green mine construction work plans should be completed respectively.

Establish standards for green mine construction: The project was initiated by the end of December 2017 and will be released by the end of June 2018.

Establish green standards for the exploration industry: Initiate the first green exploration demonstration pilot project by the end of June 2018, complete 5 to 10 demonstration pilot projects by the end of June 2019, and introduce green exploration industry standards by the end of December 2019.

Establish a green mine construction working mechanism: The working mechanism should be developed by the end of December 2017, and be released and implemented by the end of June 2018;

Initiate the construction of green mining demonstration zones: The construction of the first green mining development demonstration zone will commence by the end of March 2018, and the entire process will be fully rolled out in 2019. By the end of December 2020, the construction of 8 demonstration zones will be initiated.
What specific policies has the country established to support the construction of green mines?
So far, the general principle of supportive policies at the national level for the construction of green mines is to favor various preferential rights to the green mining entities. That is to say, only mining enterprises that are designated as green mines and demonstration areas for green mining development can enjoy the supportive policies.
There are four specific aspects:
Firstly, give priority to green mining enterprises in the allocation of mineral resources;
Secondly, in the allocation of mining land, priority should be given to green mining enterprises.
Thirdly, provide public fiscal funds for government projects to favor green mining enterprises.
Fourth, establish a green finance support policy system to provide a funding support platform for the construction of green mines.
On this basis, local governments at all levels can also introduce corresponding supporting policies such as those rewarding the development of high-quality mining products, and guiding and supervising policies to regulate the order of mining rights transactions.
