New Actions in Central Environmental Protection Supervision Work! Are all sand and gravel enterprises ready?
On March 29, 2018, at the first regular press conference held after the establishment of the Ministry of Ecology and Environment, spokesperson Liu Youbin stated, "We will closely focus on fighting the battle of pollution prevention and control, especially winning the battle of protecting the blue sky, and carry out the first round of environmental protection inspections. In about three years, we will complete the full coverage of the second round of central environmental protection inspections
As one of the popular keywords in recent years, "environmental protection" has attracted much attention. At the same time, the central environmental protection inspector, known as the "Green Storm", has also become a hot topic of discussion among various sectors of society.
The first round of central environmental protection supervision work was carried out in four batches from June to August 2016, November to December 2016, April to May 2017, and July to August 2017, achieving full coverage and basically achieving the results of "people's praise, central affirmation, local support, and problem-solving". According to China Environmental Protection Online, "carrying out central environmental supervision and severely investigating illegal cases" has been included in the 2018 Government Work Report.
Following the announcement of the accountability situation for the first batch of public transfer cases, recently, the second batch of central environmental protection inspectors from the Ministry of Ecology and Environment announced the accountability situation for 7 provinces and cities in public transfer cases. Public data shows that 1048 people have been held accountable in 7 provinces and cities, including Beijing, Shanghai, and Guangdong, including 3 provincial and ministerial level cadres.
China Environmental Protection Online found that during the central environmental inspection process, the main issues identified were inaction and slow action. According to Luo Jianhua, Vice President of the Environmental Chamber of Commerce of the All China Federation of Industry and Commerce, the reason for this situation is that compared to the past, the severity of environmental protection has significantly increased, and some local governments have difficulty adapting quickly. Local governments still have a process of adaptation.
In addition, on the "one size fits all" issue that various industries are concerned about, Li Ganjie, the minister of the Ministry of Ecology and Environment, made it clear that "this is not allowed, and this kind of disorderly act is not allowed to damage the overall situation of the central environmental protection supervision." Li Ganjie pointed out that in the future, not only timely correction should be made, but also strict and serious accountability should be carried out, and a thorough investigation should be carried out once found. We must resolutely curb the trend of "inaction in ordinary times and disorderly actions in the future".
As one of the top tasks of the central environmental protection inspection in 2018, we believe that this move is of great significance and is no less severe than the environmental protection inspection work itself. It plays a leading role in the smooth progress of the second round of central environmental protection inspection work.
According to the central deployment, in addition to "looking back", in 2018, local governments will also be guided to establish a provincial-level environmental protection supervision system, achieving a central and provincial-level supervision mechanism of national supervision over provinces and provincial supervision over cities and counties, exerting the linkage effect of supervision, forming a long-term mechanism for environmental protection supervision, and maintaining a high-pressure environmental protection situation.
The central environmental protection inspector is a comprehensive inspector and a concept of 'great environmental protection'. Therefore, whether it is the environmental protection department or other departments, any dereliction of duty or responsibility must be held accountable. "Liu Changgen, Deputy Director of the National Environmental Protection Inspector Office, said that the scope of accountability not only includes insiders of the environmental protection system, but also various environmental protection related departments such as local party and government, state-owned enterprises, and grassroots communities.
The Ministry of Ecology and Environment also stated that the central environmental protection supervision work will continue to deepen, and the second round of central environmental protection supervision will be fully covered in the next three years; Conduct interviews in areas with insufficient efforts, lagging work, and concentrated problems; By conducting environmental pressure layer by layer through central environmental inspectors, we continuously promote ecological and environmental protection work and win the battle for pollution prevention and control.
